You can snorkel off the shore for free but I wouldn't think you would see much - the surf is pretty active. We didn't go this year, but we went snorkeling in the same reef last year through a different excursion. There is very little sea life, and it is a shallow reef so you have to be careful not to kick it or scratch yourself on it.

There are also multiple Riu properties a short distance away in Cancun as well. There are many protected areas that you can pay to get to and I hear it is really worth it. I have heard that Isla Mujeres has great snorkeling, but you would have to pay for an excursion.
